We are an all-volunteer, foster-based, animal rescue organization based in Bay County, Florida. We do not have a physical shelter; therefore we operate primarily through our foster homes, online databases, and adoption events/expos. Because we are a strictly in-home foster-based, no-kill organization, we heartbreakingly cannot take in every animal that needs assistance.
Our primary mission is to pull as many of our animals as possible from the open admission shelter in Bay County, Florida, where overcrowding and overpopulation leads to the euthanasia of a great number of animals every year. Our secondary mission is to help control the local animal population by encouraging responsible pet ownership through education with a particular emphasis on the need for spaying and neutering.
We are committed to providing the animals that come into CCLAR, Inc. with everything a beloved family pet would receive. Such things include: necessary veterinary care to include medical treatment, vaccinations, and sterilization, bellies full of nutritious food and clean water, and an environment where the foster pet is loved, nurtured, and cared for by our fosters in a way that will build a sound foundation for the foster pet to become an amazing lifelong companion once adopted.
Following a comprehensive adoption process that is designed to ensure that we have found the most suitable home for each animal on an individual basis, we place our animals in loving and responsible permanent homes. As part of this process we not only ensure that we have found the perfect adopter/adoptee match, but that our adopters are well-educated about the responsibilities and costs associated with pet ownership. The unique needs of our foster animals are our priority above all else when vetting potential adopters.
We are determined to keep administrative expenses extremely low so that virtually every dollar taken in goes directly to the physical and emotional well-being of the animals. Our relationship with our foster animals does not end with their adoption contract. CCLAR, Inc. remains interested in and committed to the welfare of our foster pets and will always be an open door for our adopters. Through our tight-knit fostering process we develop strong bonds with our foster animals and love to follow their progress as they grow into their own with their permanent families.
We are an organization born of a mutual love and passion for animals and the drive to take that love and put it into action in a way that reduces euthanasia rates and enriches the lives of the homeless pets of Bay County. We are healing hearts one paw at a time, until they all have a place to call home.

Our adoption process includes two (2) personal references, one (1) vet reference and a comprehensive home visit. The adoption agreement is signed at the time of adoption. Fees are: 60.00 for cats and kittens and 150.00 for dogs.
