SOAR has been formed to speak out on behalf of chained, abused, and neglected animals, and to help rescue those in need.

SOAR will work in conjunction with local shelters and rescue groups and help transport, advocate and educate in order to create a better Kentucky for all animals.

SOAR is an individual group, not governed by any organization, which will benefit animals throughout Kentucky, regardless of location.

SOAR will also work with the government powers that be, to change laws and ordinances in order to help animals and hold their abusers accountable for their actions.

Rescue FAQs

SOAR is an all volunteer organization that speaks out on behalf of chained dogs! We also lobby to improve laws in Kentucky, as we have the weakest laws in the nation.

Additional adoption info

All dogs in SOAR's care are in foster homes. We do NOT own a facility. Also all of our dogs are adopted as INDOOR dogs. To adopt a dog, we require that you fill out the application available on our website www.speakoutandrescue.org. Also a SOAR representative will come and do a home visit before the adoption is finalized. The adoption fee for adult dogs is $200 and the fee for purebreds and puppies up to one year old is $250. This includes spay/neuter, microchip, vaccinations, and routine tests.

**We do adopt out of state within reason. We still follow the same adoption process whether you are in KY or out of state.
