Gilbert is a scared boy is looking for a rescue partner to help him feel safe and loved again. When meeting new people, Gilbert sits hunched over, avoiding eye contact and trembling with fear. He’s easy to leash, though he hesitates to move without gentle encouragement.
With soft words and patience, Gilbert shows small but hopeful signs of trust—taking chicken gently, offering a slight tail wag, and allowing some handling on his head and side. He’s very fearful and sensitive, particularly when touched. Yet, with time and his love for cheese, his eyes began to soften, and moments of calm emerged.
Let’s give Gilbert the chance he so desperately needs. A safe place. A kind hand. A new beginning.

Gilbert has come out for activity time today. He was on the backside with wide semi hard eyes and was curled up. He did not move and needed some time before exiting. In the room he was very tense and shivering with a tucked tail and lowered body. we put some cheese on the floor and he licked it up, looking up at us hesitantly. he was very gentle and nervous but had way softer eyes today. he did not like when the handler reached over him. He gave lots of hard eye contact when the handler attempting handling but remaining tolerant.
12/16/24 staff behavior evaluation: KENNEL PRESENTATION:
Gilbert was on the backside of his kennel paw lifting and nervous. He was sitting hunched over, avoiding eye contact and fearful. He kept his head lowered and didn't move. He was easy to leash and wouldn't come out until the handler gave a little leash pressure.
LEASH SKILLS:
Pulls minimally –fearful on leash
HANDLING:
In the room, Gilbert was sitting near the handler trebling, extremely fearful and was whining when the handler tried to pet him. He was very still and avoidant eye contact. He took some chicken very gently with very dilated pupils and had a slight wag before getting nervous. With more food and time, his eyes were getting softer and softer. He allowed some handling on his head and side. He really likes cheese and became more tolerant while he ate it. He gave lots of whale eyes when the handler touched his backside without food and slowly moved his head around, lip licking and dilated pupils. The more we handled him, the more tense he got.

The Animal Care & Control Team of Philadelphia (ACCT Philly) is the region’s largest animal care and control service provider. ACCT Philly is an independent, 501c3 nonprofit organization, contracted by the City of Philadelphia to provide animal control services. Our animal control officers provide service over 142.6 square miles to the city’s more than 1.5 million residents and ACCT Philly’s facility in North Philadelphia handles more than 17,000 of the city’s animals, from dogs and cats, to small animals, reptiles, birds and wildlife, annually.
In addition to animal control and sheltering, ACCT Philly is open 365 days a year for pet adoptions. ACCT Philly also supports a foster care program where community members provide temporary homes for sheltered animals and one of the (if not THE) most extensive rescue partnership program in the country where approved rescue partners accept ACCT Philly animals into their adoption programs. Under contract ACCT Philly’s Animal Control Officers provide animal control services and code enforcement.
