Penelope is a social butterfly with a heart full of love. She greets everyone with a wagging tail and warm, soulful eyes, always ready for cuddles and affection. This sweet and gentle girl craves attention and will let out the cutest little whines when she’s not the center of it!

Penelope is well-mannered and takes treats delicately, even sitting perfectly to show off her polite side. While she enjoys a bit of playtime, her real love is squeaky toys—they’re her absolute favorite!

Behavior notes:
12/15/24 volunteer notes: Penelope and Pupperoo meet today! They did a great job reading behaviors and enjoyed their time together! This was a positive experience!!

12/15/24 short term foster noted: Penelope is 31 lbs of pure sweetness. She is very loving and has eyes you just can’t say no to. She has lots of energy, loves going for long walks, and playing tug of war with toys. She loves pets, snuggling, and face to face attention. That is her #1 MO: pets and cuddles. Penelope is (mostly) house trained, knows how to sit, and is crate trained. She could use some leash training as she pulls but is not hard to walk. She is very friendly with other people and wants to greet other dogs with a wagging tail. We even gave her a bath and she was very patient and quiet. She is a bit jumpy and has some separation anxiety. We had a lot of fun taking care of this little girl for a week and definitely would have had her for longer if we could have. Whoever adopts her is very lucky! She is a wonderful companion.

12/8/24 volunteer notes: Penelope is a love bug! It was noted that when she first came in, she was very timid- but it seems she is opening up. Penelope loved to run around in the yard, and check in for cuddles.

The Animal Care & Control Team of Philadelphia (ACCT Philly) is the region’s largest animal care and control service provider. ACCT Philly is an independent, 501c3 nonprofit organization, contracted by the City of Philadelphia to provide animal control services. Our animal control officers provide service over 142.6 square miles to the city’s more than 1.5 million residents and ACCT Philly’s facility in North Philadelphia handles more than 17,000 of the city’s animals, from dogs and cats, to small animals, reptiles, birds and wildlife, annually.

In addition to animal control and sheltering, ACCT Philly is open 365 days a year for pet adoptions. ACCT Philly also supports a foster care program where community members provide temporary homes for sheltered animals and one of the (if not THE) most extensive rescue partnership program in the country where approved rescue partners accept ACCT Philly animals into their adoption programs. Under contract ACCT Philly’s Animal Control Officers provide animal control services and code enforcement. Other exciting ACCT Philly programs include a food pantry for low-income pet owners, a vibrant volunteer program, trap-neuter-return for community cats, a unique Pen Pal program to assist dogs at risk … and so much more!
