Here's what the humans have to say about me:
Meet Phoebe, the most adorable miniature beagle with a heart full of love, and sweet as can be! This little lady had a rough start in life, spending her early years in a kennel, but she's making up for lost time and thriving as she learns how to be a "real" dog.
Phoebe bonds quickly with her people, and her favorite part of the day is snuggling up in your lap for a good cuddle session. You can see in her eyes just how thankful she is to finally experience love, care, and cozy heated blankets. She would love a family that is home often or is looking for a pup to join in on their adventures!
This pint-sized sweetheart is both house-trained and crate-trained, making her an easy addition to any home. She’s mostly quiet during the day, however like a typical beagle, she’s our watch dog and makes sure people walking by know she’s home! Because of this, she may do better in a home without shared walls. Phoebe may prefer to be your one and only bff, however with slow intros she has been very receptive to other pups.
While she’s absolutely happy to lounge and relax, she also enjoys a short daily walk to explore her surroundings. Don’t plan on going too far though…Phoebe is much more interested in sniffing all the new smells than getting exercise!
Phoebe has a gentle and loving personality, and it’s clear she’s thrilled to finally be living the good life she so deserves. If you’re looking for a loyal, affectionate best friend who will fill your home with warmth and love, Phoebe is your girl! The adoption fee is $450. Adoption fee includes spay/neuter, heartworm/Lyme test, all age-appropriate vaccinations (distemper, rabies, and Bordetella), heartworm and flea/tick preventatives, and microchip implant (including registration). Adoption fees INCLUDE a mandatory sales tax of 7.525%. Age and breed are based on veterinarian and intake professional’s recommendation and not guaranteed as a rescue animal’s history is often unknown. Due to post-adoption services provided, we prefer to adopt within a 150-mile radius of the Twin Cities. However, we will consider up to 250 miles if the foster agrees to travel requirements and staff approval.

Pet Haven is a foster-based rescue. Our animals live with foster families until they are placed in permanent homes and their foster families get to know the dogs and cats learning important information about the animals. For example, the foster family will know if the dog or cat is good with other animals or children, and will have a good idea of what kind of training, attention, and special needs the pet may require. This makes our foster families great resources for potential adopters!

Our Vision

Our Values
Excellence in service and care; community; integrity; innovation; perseverance; compassion; a rewarding place to volunteer
How We Help

Owner Surrender: Providing a safe haven for pet owners
Foster: Committed to finding forever homes for cats and dogs
Phoenix Fund for Special Needs: Providing veterinary care for animals in need of healing
What We Do
We help dogs and cats find homes with loving families through foster-based care. Every dog and cat lives with a foster family until they find their forever families. We provide all of their basic needs including proper food, veterinary care, behavior training, and supplies.
Through in-home fostering, we learn about each animal’s temperament, personality, likes/dislikes, and any medical needs. With this first-hand information, we can then find the right family for each dog and cat.
Our volunteers also educate the public on responsible companion animal care and represent respect for animals at all times. Whether we’re working with prospective new families, meeting people at public events, or socializing with friends and family, we encourage others to view and treat their pets as members of the family. We are their guardians, and they depend on us for companionship and care.
We spay/neuter prior to adoption.
We microchip all our Pet Haven Pets and remain as a secondary contact.
We make sure all pets are up to date on required vaccinations
We test for Heartworm and Lymes in all our dogs and are transparent in the results and treament
We test for FeLV/FIV and are transparent in the results. We believe that cats who test positive still deserve a chance at a quality home.
We do not euthanize animals unless they have untreatable health or behavioral conditions that deny them an acceptable quality of life or makes them a serious threat to people, other animals, or themselves.
How We Operate
We rely on adoption fees, tax-deductible donations, grants, and special events to keep our rescue operating. Our staff, Board of Directors, and volunteers have provided the passion and commitment to keep Pet Haven a safe haven for animals for almost 70 years.
We are committed to preventing pet homelessness through the SNIP Grant. Since 2005, we have granted more than $240,000 to organizations in Minnesota to support spay/neuter initiatives.
