Norway is a sweet girl with a heart full of potential, just waiting for that special friend to help her blossom. When you first meet her, you might notice her wide, scared eyes and tucked tail, but don't let that fool you-she's got a gentle spirit and a wagging tail that shows she truly wants to connect.
During her shelter evaluation, Norway was a bit nervous but allowed easy leashing and came right out of her kennel. In the eval room, she focused on the sounds around her, showing more interest in her surroundings than in treats. Although she exhibited some playful jumps and sweet tail wags, she often sought comfort by curling up in her handler's lap.
Norway is still finding her confidence, and while she's too nervous to fully engage in play right now, she sniffs at toys and even chased one a bit. With a patient and understanding friend, she will surely come out of her shell and become the loving pup she dreams to be!

Behavioral notes:
10/17/24 staff notes: Norway had a dog meet with a puppy and is very dog friendly but due to how afraid she is, can be distant and standoffish.. She gives corrections and moves on-- making sure that dogs understand to give her space and avoid jumping up on her. Otherwise, Gravy (other dog), took corrections very well and gave her space, resulting in her opening up to more play and interaction. -

The Animal Care & Control Team of Philadelphia (ACCT Philly) is the region’s largest animal care and control service provider. ACCT Philly is an independent, 501c3 nonprofit organization, contracted by the City of Philadelphia to provide animal control services. Our animal control officers provide service over 142.6 square miles to the city’s more than 1.5 million residents and ACCT Philly’s facility in North Philadelphia handles more than 17,000 of the city’s animals, from dogs and cats, to small animals, reptiles, birds and wildlife, annually.
In addition to animal control and sheltering, ACCT Philly is open 365 days a year for pet adoptions.
