Behavioral issues

My story

Here's what the humans have to say about me:

Walter is a super sweet and gentle but oversized teddy bear of a Newfoundland. He's 3 years old and loves to spend time with family (especially kids) and other pets.

We've had him since he was a puppy and have invested in 2 rounds of training and taken great care of him. He loves to swim in the river and go for walks with our other dog Kona.

The only issue is our property. We aren't allowed to have fences and this has created an issue with Walter being protective of our house and challenge other large dogs when they pass by. This is a normal behaviors for Newfies and other guardian breeds but for us, it's causing us to put Walter in an unfair position - We usually have to have him on a long chain outside to avoid him interacting with neighborhood dogs.

I am concerned that because of his size, my wife and kids can't walk him, as he's too strong! Unfortunately we know he would be better of with someone with more time and a better environment - ideally land or a large fenced yard!
