The way this works is I transfer the puppy with the International Certificate fo Health to you and you don't pay any adoption fee till you take the dog home and make sure it's a good fit. If you want to rehome the dog I will help you do that while you foster. I've done this many times. My transporter meets you at Peace Arch Park.

The Canadian side you park at CBSA parking lot then walk down zero Ave to park.
You can walk into the park with a valid passport without being quarantine.
There is also police and border patrol there.
You can pick up your dog then walk back to CBSA office and pay dog tax and you have to show all dogs paperwork and an adoption contract.
