This gorgeous boy was found wandering a neighborhood wearing a collar that was extremely tight around his neck. He had clearly been someone's cat and was either dumped or got out and no one came looking for him. He was very scared, but is now just a love muffin who craves attention and sleeps on his foster mom's head.
