Poor Oliver needs a foster home or forever home ASAP.
What he needs is someone with a lot of time like retired or works from home and familiar with dogs. Preferably no kids, but seems to be fine with other dogs. He will always be considered special needs because of his mouth.
Someone sawed his teeth down to nothing. Possibly a bait dog. He needs a lot of TLC and patience.
Oliver will be vaccinated and neutered soon.
