Charlie is a loving boy who needs a second chance. He was mistreated when young which left him with a neurological issue with his front legs, and has severe hip dysplasia in his hind legs, making it difficult for him to walk. He needs ongoing medical care. Is a food guarder. His owner is in jail and unable to care for him.
