Cindy Lou was given as a "gift" to someone who didn't want her. She was a very young puppy (few weeks old). Rather than try to rehome her, the woman just kept her in a crate 24/7, failing to even clean out the urine and feces. A relative living in the home eventually called animal control to report an abused/neglected puppy. With a threat of fines and confiscation, the woman surrendered Cindy Lou to the Hayward shelter. Her feet were infected and had urine burns from the inch-thick urine and feces in the bottom of her crate. Needless to say, she had no socialization with people and couldn't be handled. Nobody's Perfekt Dogs pulled her into foster care.

She eventually bonded with the other small dogs in her foster home, and learned to trust her foster mom. Understandably, she is still skittish with strangers, but with other dogs around, she has more confidence.

She would do well in a home with other small, playful, outgoing dogs. Given her skittishness, she needs a very stable, quiet household. Kids are probably not a good idea.
