In short.
Tossed over the fence.
The gates to Animal Control is Closed at all times.

Proper action should have been to call the number on the sign posted in front.

The staff was at lunch and the people involved decided it would be best to just toss them over the metal entry gate.

The weather was freakishly cold and IF the staff didn't see the young pups running up a ramp and one running towards the back of the building then there is a good chance they would not have made it through the night.

Like it said the temperature was too low for puppies as young as they were to survive.
