4-PAWS is a rescue founded by citizens of a South Philadelphia neighborhood. It has been privately funded since 2008. Philadelphia has such an epidemic of strays and feral cat populations that the BIGGEST shelters and other animal rescues in the area, euthanized (killed) over 12,000 animals in 2009. There is simply not enough room to house and care for all of the homeless animals. 4-PAWS is against having to kill or euthanize animals that have a chance at a long, healthy life.
