Mission Statement
The John Cotton Memorial Animal Shelter’s mission is to provide compassionate short and medium term care to lost pets and adoptable stray animals. Our three main principles are:
1.The City of Louisiana is pet friendly, every lost companion animal that comes under it's care deserves to be reunited with its family.
2.Every stray or abandoned companion animal that comes under it's care deserves a decent, honest chance at being adopted into a loving family or placed with a state licensed rescue organization, or other regional partner for the purpose placement in an owner home.
3.JCMAS is a 'Near Zero' Kill shelter. As long as public donations cover daily operating expenses, euthanasia will be a last resort used only when an animal is not adoptable for reasons of public safety, or has an incredibly severe injury and is suffering.

These dogs are available for immediate adoption.
The application process requires a $35 dollar fee, and notarized agreement to contract to have the animal spayed or neutered per RMSO 273.403 (http://www.moga.mo.gov/statutes/C200-299/2730000403.HTM) and RMSO 273.405 ("http://www.moga.mo.gov/statutes/C200-299/2730000405.HTM), along with written confirmation from your animal practitioner certifying compliance after the procedure has been completed.
All fees are payable in the Office of the City Court Clerk located in City Hall at 202, S 3rd St, Louisiana, Mo and can be reached at 573-754-3421, or after normal business hours at the Louisiana Police Department dispatch window. The Animal Control Officer and Shelter Volunteers do not accept payments for fees.
