Here is what else his foster family had to say:
We just love this boy! He smiles the biggest smiles I have ever seen on a dog. As soon as he sees us he is all smiles and wagging tail. He is not a barker and although he would love to be in bed with us at night, he is clean and quiet in his crate. He is just such a happy dog and loves any attention he gets but at the same time he is perfectly able to amuse himself with toys. You can tell this dog has been attention starved and he laps up whatever affection he can get and gives back it equally.
As you can see from the pictures, he is very photogenic and a little ham. He is very intelligent and would be easy to train although he is strong willed and will need someone that is consistent and firm in his training. He is motivated by affection and treats so training would be easy. He is active outside and loves to play and romp around in the yard. In the house he settles easily and either likes to lie on the couch and cuddle or get a belly rub or is fine on his own playing with the other dogs or with toys. He also loves to have a good game of fetch and will bring the toy back every time.
Scamp also has exceptional recall and either calling him or a whistle and he immediately is back at your side. He is also pretty good on leash and although he likes to stop and smell, a slight tug on the leash and he is right back in line. He doesn't seem to be afraid of anything like loud noises or city sounds. He doesn't pay any attention to other people when out on a walk but if they want to pet him he is always ready to say "hello".
We are currently crating him at night and when we are out during the day and he is clean and quiet in his crate. If he hears our voices he will sometimes start barking for us to come and get him but if we don't he settles back down and sleeps through the night. In his new home I would hope that they wouldn't use a crate and instead would let him be with family to sleep. He really needs to be treated as a part of the household and allowed to be a part of family activities.
Scamp may need some grooming in the future but only minor to keep him neat and tidy. He doesn't shed which is a bonus and is fine when getting bathed. His favorite thing is just to be with people. He loves his tummy rubbed and loves it when you want to engage in a game with him. If you are too busy, he easily amuses himself but will come by from time to time to check on you and get a quick pat.
With other dogs he is very playful and with dogs who tell him off he quickly backs off and finds something else to do. He is never aggressive and always backs down quickly. He will bark when someone comes to the door but is generally quiet in the home. His bark is deep and he sounds like a much bigger dog. He is a young dog and still has some puppy energy but in the home he settles very nicely when asked. I wouldn't trust him not to steal food that was in reach but he doesn't seem to get into anything that he shouldn't. He would need to have lots of toys around to play with. We have two cats in the home and if they run he will chase them.
Ideally Scamp would love a backyard for him to play in, like to go for walks or get outside for some fun times, and have lots of love to give as Scamp really deserves it!
