Scruffy is a male wire-haired chihuahua (terrier?) - he's probably only 3-4 years old, though he looks older at first glance. He is extremely submissive, sweet, and gentle. He is terrified and needs out of the shelter ASAP. Needs experienced adopter that can help him come out of his shell! Currently raising the money for his vetting.
