Meet Eli, a young Wheaton Terrier mix who was found with a rope around his neck, wandering in Elysian Park. Scared, adn very thirsty, a dog lover rescued him while she was walking her own dog. He is friendly with people and dogs, and is such a cute little guy, we can't imagaine who would tie him up.
